  1. A small handful of states in the US have legalized recreational marijuana and testing for driving impairment was (and may still be) a sticking point. We have well established parameters for testing blood alcohols levels. But marijuana doesn’t work the same way. A person that has been smoking for years might smoke one joint with no measurable effect, whereas a first time user could be unfit to drive after the same amount of the drug. Those first states are the guinea pigs the rest of the country, and the DEA, are watching. Another problem has been with banking. The federal government still lists marijuana as a controlled substance so the stores that sell it, even in those states where it is legal, cannot deposit their money in any bank.
